[rhel-9-only] After graceful httpd can't find the TypesConfig file

After running JBCS758 test, which implies calling "apachectl graceful" after a configuration change, the RHEL9 test fails. Checking the logs, it is due to httpd no being able to find the TypesConfig (mime.types) configuration file. Somehow the configuration setting is lost on reload.

MR-1878 modifies the JBCS-758 test so that it can test for this case
