[rhel-9-only] There is no mod_mime default AddLanguage/LanguagePriorities configuration for RHEL9

      There is no mod_mime default AddLanguage/LanguagePriorities configuration for RHEL9. As JBCS for RHEL9 uses the standard RHEL package, some of the configuration options are different.

      This could cause confusion to customers migrating, if they rely on the default configuration being there for RHEL7 / RHEL8. In fast one of our integration tests failed in a confusing way for this reason.

      It could be documented in release notes that for RHEL9 onwards mod_mime default configuration is not present.
