httpd 2.4.51 rpm apachectl no longer uses systemctl commands

    Description

      The 2.4.51 rpm apachectl script is changed and no longer uses sytemctl commands. If used, that results in processes running without the expected SELinux context. Attachments show the difference in apachectl scripts for 2.4.51 vs prior 2.4.37.
