Doc: mod_cluster balancers to be able to support nocanon flag

      mod_cluster balancers currently cannot have the nocanon flag enabled on them. Sometimes this is required for a proxied request to reach the backend with the desired encoding. (for instance %2f in a request is double encoded to %252f when proxied)
