Doc: Upgrade Apache Commons Daemon JSVC (for Windows) to version 1.2.4

      In order to have JWS Tomcat working successfully as a Windows service on Windows 2016+ with Java 11, we need to upgrade to at least 1.1.1 (see DAEMON-396). It would be ideal to upgrade to 1.2.0.

      Update 3 Mar 2021: commons-daemon should be updated to 1.2.4 in order to include fix for EAPSUP-389 issue.
