Update version of maven compiler plugin to 2.3.2

    Description

      Weston and Jason reported seeing problems related to the compiler plugin correctly detecting changes to source files.
      The issue could be related to upstream issues in the Maven compiler plugin that have already been fixed:
      http://jira.codehaus.org/browse/MCOMPILER-43

      We should update this plugin in the build to the current version 2.3.2.
