Update ws-commons policy to apache Neethi project

    Description

      The ws-commons:policy jar in central is old and does not have a POM file [1]. This causes some build instability. The dependencies on this artifact should be updated to use the apache neethi project. Neethi is the replacement for ws-commons:policy, and it has already been replaced in EAP.
