DeploymentManager operations create a list of DeploymentTargets. Currently this list only includes the local node. Need to integrate cluster topology information so it can include one DeploymentTarget per node in the cluster (at least if the relevant DeploymentPhase is APPLICATION_CLUSTERED.)
