Policy exposing callback methods that get invoked when problems happen during different stages of HASingleton failover. Policy impl can decide what to do about them.

Callback methods will take the exception that occured as a param, and rethrow it if they can't correct the problem. Default policy impl will just log the problem and rethrow the exception. This will be the only impl for AS 5.0.0.
