Make org.jboss.test.jbossmq.test.ExpiryDestinationTestCase more reliable

      This test is not reliable. It depends on an assumption that the cpu will
      find time to process all the messages in 1 second and it is not busy doing something else.

      It also needs to clear the queues when it has finished.

      The TIMES should also be made configurable using the getIterationCount()
      from JBossTestCase.
