Test new expiry processing

      Write tests for new expiry processing plugin, testing edge cases and error handling.

      1) Old behavior still works
      2) Missing configuration is handled (no message reference leaks)
      3) Reasonable error messages and default handling after unexpected errors during ExpiryProcessing callout
      etc.
