PolicyConfiguration is not treated in EARDeployer.stop()

      A org.jboss.util.state.IllegalTransitionException is launched when a Maindeployer stop --> start is called in a EAR Module.

      This is because of the EARDeployer.stop that let the PolicyConfiguration state in the "inService" state. So the linkConfiguration cannot be called(for a WAR Module for example).

      To reproduce this bug see JBAS-1995 .
