Deadlock can occur when acting on startup notification from jboss.system:type=Server and trying to access the web server.

This is best described in the forum post. In sort, when waiting for the server startup notification in order to hit the webserver, the (random) order of receiving the notification (tomcat connector first, or your code) may lead to a deadlock.
