Listener Observation is not obeyed for non CacheEntryEvents

ISPN-5435 added a property to the Listener annotation to specify if you want pre or post events. Unfortunately this only works for CacheEntryEvents like CacheEntryCreated. It is ignored and always does BOTH for events such as DataRehashedEvent.
