Currently includeCurrentState is only supported with clustered listeners. Most of the work is already present for non clustered listeners, but there are a few more edge cases that are missing.

Some of the issues revolve around transaction events and also the fact that you can prevent a modification from occurring in the pre event which cluster listeners do not support. To still allow this any modifications would have to be blocked which is not desirable.
