When joining, a node is supposed to receive a cache topology without a pending CH, so that the rebalance is processed on a different thread.

NonTxBackupOwnerBecomingPrimaryOwnerTest relies on this behaviour, however ClusterTopologyManagerImpl doesn't enforce it strictly enough.
