[Transactions] Enable/disable statistics. Deprecated, use the statisticsEnabled attribute instead.

[RpcManager] Enable/disable statistics. Deprecated, use the statisticsEnabled attribute instead.

While this is deprecated, should we remove it from plugin? Should we replace it by different operation?
