add javadoc to the HotRodServerConfigurationBuilder/HotRodServerConfiguration

these classes are lacking javadoc on their properties. There are some properties that are self explanatory such as host and port, but the ones related to topologyStateTransfer should be documented as I don't expect all the users to understand them out of the box.
