Enhance REST headers

Enhance the headers returned by the REST server:

• use the internal cache entry creation date to compute Last-Modified
• use the internal cache entry expiration (if any) for Expires
  Optionally return additional metadata headers
• use the distribution manager (if any) to return Primary-Owner
• other ?
