TransportConfigurationBuilder.strictPeerToPeer should be false by default

In the old config, global.transport.strictPeerToPeer was false by default.

In the new config, TransportConfigurationBuilder has changed the default value to true.

This appears to have been done without any specific reason, which smells like a bug.
