Motivation

Previous to ISPN-14558, each cache site status is local to the node where it runs. When an operation like take-offline, bring-online, and status is requested, it has to be broadcasted to all the nodes in the cluster, to be applied locally in all the nodes.

It is no longer necessary to do this and those RPC commands can be removed.
