While looking into https://issues.redhat.com/browse/ISPN-16571 it was found this is caused by not starting components that are never injected. This seems like a pretty nefarious bug, that would only be seen if a test relies upon the side effects of the start components, which many may not cause runtime issues that are easily detectable, such as ISPN-16571.
