If tracing is enabled in Infinispan, add a tool to enable/disable tracing for caches, and update the categories.

This action is only doable for ADMINS when TRACING is globally enabled in the server.

• Add a Manage Tracing In the Cache detail menu list
• Add a new page where we disable / enable tracing and we add / remove tracing categories
