We should report flaky tests as Jira issues so that we can track the frequency of the failures and assign tickets to the appropriate SME.

Once the Flaky tests are tracked in Jira it's not longer necessary to report these as Jenkins failures, allowing us to increase the number of builds that pass, which allows for greater automation of common workflows.
