ClasspathURLStreamHandlerProvider should throw FileNotFoundException if it cannot find a resource

ClasspathURLStreamHandlerProvider automatically registers itself with the JVM. This handler should throw an exception (FileNotFoundException) if a resource cannot be found.
It would be useful to also disable this handler via a system property, such as org.infinispan.urlstreamhandler.skip
