Actuator metrics binding is done for every cache used in an application in embedded mode and for all the existing remote cache names in the server.

The application should start in any case and provide access to the metrics for caches were the access is permitted. However, the connected principal might have a role that unauthorised reads/writes/exec/monitor permissions for some caches. In those cases, the Spring Boot application might not be starting due to the bean constructor runtime failure. (investigation ongoing)
