Add exception to the BlockHound for the registering of a proto file

The CI detected that the the call
ProtobufMetadataManagerInterceptor#registerFileDescriptorSource can block the invoking thread.

Since the registration of a new ProtoSchema is invoked infrequently enough, we want to add an exception to the BlockHound for this call.
