[Console] 'monitor' role is able to delete counters and reset query statistics

I have created monitor user on the server which has the predefined permissions, i.e. MONITOR.

In the documentation it is mentioned that this role 'Can view statistics via JMX and the metrics endpoint.'. On the other hand, on server 14.0.x version I can see the following behaviour:

1) monitor user can view and delete counters. The interesting thing is that, monitor doesn't see other 2 tabs, i.e. Tasks and Schemas. Then why it can see the Counters tab?

2) monitor user can perform "Clear all stats" action from "Query metrics" section in Metrics page for indexed cache details.
