Cache Configuration Wizard Direct Link

When a user is read only user of Infinispan, the create cache button is not displayed.

However, the wizard should be available for the user to create a configuration that eventually will be sent to sysadmin and users that have the right access to create caches in different environments. 

The feature of Cache Configuration Wizard is important enough to be added in the left of the main menu as well as the create cache button.

The wizard should adapt to a user that is readonly, so the create button is not displayed in the wizard and only the option of using the wizard will be available in the first step.
