Update Caffeine to 2.9.3

Caffeine has released some new versions including 3.0. However, we cannot use this version yet until we are baseline Java 11.

In the mean time we should update to Caffeine 2.9.3 and update our code to no longer use CacheWriter as this has been removed in 3.0.
