Deprecate scattered cache

Scattered cache doesn't have a lot of users, but it needs quite a bit of specialized code, and bug fixing has lagged compared to the other cache modes, to the point where it's not possible to create a scattered cache dynamically (ISPN-10959).

We should deprecate scattered mode and eventually remove it (and all related code).
