Retry a connection of the Caches to the Persistent Store

If we start the server and we have persistent caches but the database connection could not be stablished, caches are failed.

When the database starts again, caches remain failed unless we restart the server.

Define a new feature that would have a follow up on the REST API, Cli and Console.
