If JGroups is not able to connect to the remote site, all the backup requests can fail fast with the SuspectException without generating any traffic on the network.

In more detail, the idea is to use SITE_DOWN events to fail fast any cross-site request made.

It reduces the network traffic and the SITE_UNREACHABLE events.
