Multiple instances of XMLTranscoder reuse the same internal object

The XMLTranscoder uses a static instance of XStream internally preventing correct isolation of multiple cache managers inside the same JVM. This can causes race conditions in the rest testsuite if more than 1 test uses the XMLTranscoder with different allow list configurations.
