REST Cluster Stop fails if an exception is encountered shutting down a cache

Requests to /rest/v2/cluster?action=stop fail with a 400 response code if any of the calls to Cache#destroy in the defined caches throws an exception.

Instead I would expect that the exception is logged and shutdown proceeds.
