Max-idle touch ignores CACHE_MODE_LOCAL and SKIP_REMOTE_LOOKUP flags

The TouchCommand created by ClusterExpirationManager does not inherit the flags of the GetKeyValueCommand/GetCacheEntryCommand that triggered it, so it is replicated remotely even if the get command had the CACHE_MODE_LOCAL or the SKIP_REMOTE_LOOKUP flag.
