PreferConsistencyStrategy should ignore zero-capacity nodes

PreferConsistencyStrategy decides whether to switch a cache to degraded mode partly based on the number of lost members compared to the stable topology.

But zero-capacity nodes don't hold any segments, so they shouldn't matter when counting whether current members are a majority of the stable topology's members.
