Add query timeouts to JDBC store

Add separate read-query-timeout and write-query-timeout to the JDBC store configuration. The timeouts will apply to single row UPDATE, DELETE, INSERT and SELECT. Bulk ops (size, tx, expired, etc) will not be affected.
