      Cluster-wide cache creation relies on local listeners on the org.infinispan.CONFIG cache, however those listeners are not called if the node capacity is 0; which is the case for all caches when zero-capacity-node=true.

      To allow for zero-capacity-nodes to perform administrative operations, we should never set the capacity to 0 for the CONFIG cache.
