Cache restore operations not executed across the cluster

    Description

      Cache configurations are not defined cluster-wide, as CacheResource and CacheConfigResource do not utilise the GlobalConfigurationManager to define configurations.

      Furthermore, data restored to distributed caches will fail as it's not possible to marshall InternalMetadataImpl via the GlobalMarshaller. We should reintroduce InternalMetadataImpl.Externalizer until ISPN-9622 is in place.
