Eviction acquires locks even if it doesn't need them

EvictionManagerImpl has this patterns:
1- acquire the lock
2- see if you need to store the entry
3- release the lock

while in most configurations he will find out that 2 is not going to store the entity, so it is acquiring the lock to release it.
