Deprecated memcached server should not start without having an extra property

If memcached is deprecated the next version should have an extra feature property to re-enable it to make it harder to start the server.
For ISPN it should not published, so DG users will need to open a support case and we have a way to know whether we need to implement the binary protocol when remove the text protocol finally.
