Add BlockHound to test suite to make sure cpu threads are never blocked

    Description

      The project https://github.com/reactor/BlockHound seems very promising for helping to find blocking code in threads that shouldn't be blocking. We should add this and add our cpu thread pool to ensure it isn't being abused which should allow us to safely move to a single cpu thread pool.
