Imagestreams - migrate to containers/image

User Story

As an OpenShift Engineer
I want imagestream import to use containers/image to configure the runtime environment
So that we can use the same cross-org logic for resolving mirrors

Acceptance Criteria

• Imagestream Import uses containers/image logic to configure mirrors
• Imagestream import is able to resolve mirrors in disconnected or mirrored environments

Notes:

• Logrus configuration identified as a potential side-effect. Runtime-utils should probably handle this.
• ImagestreamTag allows imagestream tags can be set as --insecure. Image content source policy (registries.conf is set at the cluster level, results in static file that is mounted into the pod.
