The installer supports a `publish` config that allows an IPI cluster to be provisioned as `Internal` or `External`.

In order to bootstrap the registry with a private storage account, the registry operator needs to know the publishing status of the cluster at bootstrap time.

To achieve this, the installer will expose a property that reflects the publishing strategy chosen at bootstrap in the Infrastructure object.
