Bootc based containers may have credentials hosted in the image itself or credentials may be generated at boot time or runtime (kerberos, cloud-init, ignition, etc).  Forcing user / root password creation in this context does not make sense but anaconda requires it to process the kickstart based installation.  This task is to make specifying the root password/creating a user optional when doing bootc-based installs.
