Fix skippable user creation on Web UI

      After the change in Anaconda where user creation was made optional (following KDE maintainer request) [Bug 2379957](https://bugzilla.redhat.com/show_bug.cgi?id=2379957), several spins are now affected because no initial setup runs on first boot. This results in systems being installed without any user account, if the user unselects the 'Use local account checkbox', as reported in:

      We need to ensure that all spins have a consistent and functional user creation flow. Possible solutions include:

      • Installing Initial Setup for spins that currently lack it.
      • Alternatively, making user creation mandatory in Anaconda, or hiding the account creation screen via configuration for editions/spins that already provide their own initial setup (e.g. Workstation, possibly KDE).

      Acceptance Criteria:

      • All spins must ensure at least one user account exists before hitting the login screen after installation.
      • Spins with their own Initial Setup should continue working without duplicate account creation screens.
      • Spins without Initial Setup should either include it or enforce user creation in Anaconda.
