Enable bootupd KS testing on RHEL-10

      We currently can't enable KS tests support for bootupd for RHEL-10 because bootc containers are behind the authentication and VPN. For that reason we should create the bootupd test by CentOS Stream where the bootc images are publicly available:

      This will enable KS tests for RHEL-40896
