The build script should have an option to build the test executables and link with prebuilt libraries

Currently the build script builds the source code, builds the swig test code, links the static and dynamic libraries, then builds the test executables and links them to the previously built libraries. It should be possible to supply the static and dynamic libraries, so that the build script only builds the swig test code, the test executables, and then uses the specified libraries for linking.
