Specify existing infrastructure in user-facing API

Workers belonging to a hypershift cluster can be created in pre-created cloud infrastructure. In the case of AWS, it should be possible to specify which subnets, instance roles, security groups, etc to use for a cluster's machines. 

The user-facing API should allow specifying these parameters.
